Application
Kenya is structurally short of maize. National consumption ~40 million 90-kg bags annually; production fluctuates with rainfall. NCPB strategic-reserve emergency-import tenders during drought windows are the primary public-channel demand. Private demand:
- Animal feed industry — yellow maize for poultry and dairy feed; major buyers include feed millers across Kenya
- Feed-grain millers — alongside wheat and oilseed for compound feed manufacture
For human-food maize (white maize), the cabinet-secretary position has tightened against private wheat and maize imports into NCPB. Private-channel maize for human consumption is restricted in normal seasons; permitted during gazetted deficit windows.

Aflatoxin Note
Kenya's regulatory ceiling on aflatoxin in maize is among the strictest globally — 10 ppb (KS EAS 44). KEBS surveillance sampling on maize cargoes is rigorous; non-compliant cargoes are rejected and returned. Maize introduced through Sarpah's panel of vetted upstream originators is documented at origin with aflatoxin certification below the 10 ppb ceiling; re-testing at Mombasa is the buyer's clearing-agent's task.
